Rules concerning signs and clean up tree debris that can cause flooding.

I am curious to know if the long standing rule that no signs are to be placed in the front yard outside of the 3 feet around the home. I have noticed for about 3 weeks there is a For Sale sign in the middle of the front yard at 1147 Brixton North. There is also a very large mess from having a tree trimmed in the common area between Foxboro and Lindsey that has been there for over a week. This debris will wash down to the drain in that area and clog it up and possibly cause flooding in a heavy rainstorm. I hope something can be done to clean up the tree limbs and leaves left on the ground.
